Hurricane Rove: Spin Spin Spin!

Oh, I get it. I've finally put 2 and 2 together. They put Karl Rove, the White House Spinmaster in charge of Hurricane Recovery after Katrina and he's ... true to form ... managed to spin up another hurricane called Rita ... but why didn't he just name it after his favorite person and call it Hurricane Rove? Isn't he in charge? Can't he make decisions like that? Oh, wait, he's busy with other, more pressing concerns.
